二、申請人的資格要求：

normal style='text-indent:24.0pt;line-height:22.0pt'>1.資格條件要求如下：

normal style='text-indent:24.0pt;line-height:22.0pt'>（1）符合《中華人民共和國政府采購法》第二十二條之規定；

normal style='text-indent:24.0pt;line-height:22.0pt'>（2）必須有合法有效的工商營業執照、稅務登記證、組織機構代碼證（或三證合一的營業執照）；

normal style='text-indent:24.0pt;line-height:22.0pt'>（3）具備建設行政主管部門核發的建筑工程施工總承包叁級及以上有效資質；

normal style='text-indent:24.0pt;line-height:22.0pt'>（4）具有有效的安全生產許可證；

normal style='text-indent:24.0pt;line-height:22.0pt'>（5）法定代表人參加本次投標的附本人有效身份證證件，法人授權委托人參加本次投標的附法人授權委托書和本人有效身份證證件；

normal style='text-indent:24.0pt;line-height:22.0pt'>（6）提供2019年度或2020年度會計師事務所出具的審計報告復印件，審計報告包括企業提供的財務報表（含資產負債表、利潤及利潤分配表或利潤表、現金流量表和財務報表附注）。審計報告應蓋有會計師事務所單位章和注冊會計師的執業專用章，并附會計師事務所的營業執照及執業證書復印件。注：新成立公司不足一年的（以營業執照成立時間為準）不作財務狀況要求。

normal style='text-indent:24.0pt;line-height:22.0pt'>（7）誠信資格要求：①對列入失信懲戒對象名單的供應商，拒絕其參與投標，提供購買標書當日至開標前一天任一時間，在“信用中國”網站查詢記錄截圖；②對列入政府采購嚴重違法失信行為記錄名單的供應商，拒絕其參與投標，提供購買標書當日至談判前一天任一時間，在中國 （政府采購嚴重違法失信行為記錄名單）的查詢記錄截圖”。

normal style='text-indent:24.0pt;line-height:22.0pt'>3.本項目的特定資格要求：供應商具備有效的建設行政主管部門核發的建筑工程施工總承包叁級及以上資質 ，具備有效的安全生產許可證。擬派項目經理須具備建筑工程專業貳級及以上注冊建造師資格，且注冊在本單位，具有有效的安全生產考核合格證（B證），未擔任其他在建項目的項目經理。技術負責人具備中級及以上職稱。主要管理人員：施工員1人，質量員1人，安全員1人，材料員1人，資料員1人。

normal align=left style='margin-bottom:7.5pt;text-align:left;text-indent:28.0pt;line-height:22.0pt'>7.1投標保證金: 供應商必須在前從其基本賬戶向畢節市 一次性交納投標保證金10000.00 人民幣（以到賬時間為準，由于跨行轉賬需一定時間，為確保保證金按時到賬，請盡早交納保證金）。保證金交納方式：基本賬戶以銀行轉賬、支票、匯票、本票或銀行保函等非現金形式提交，且確保在[2021年12月 6日 9時：00分 前]到賬并檢查綁定成功，否則，責任由供應商自行承擔。（詳細按照畢節市 -畢節市人民政府門戶網站規定執行）
