normal style='line-height:150%'>二、申請人的資格要求：

normal style='text-indent:28.0pt;line-height:150%'>1.滿足《中華人民共和國政府采購法》第二十二條規定；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.1必須具有合法有效的營業執照、稅務登記證、組織機構代碼證（或三證合一的營業執照）；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.2法定代表人參加投標的必須有法定代表人身份證，法人授權委托人參加投標的必須有法人授權委托書及被授權委托人身份證；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.3具有良好的商業信譽和健全的財務會計制度（自行承諾）；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.4具有履行合同所必須的設備和專業技術能力（自行承諾）；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.5參加政府采購活動前三年內，在經營活動中沒有重大違法記錄的書面聲明；（自行聲明）

三、獲取磋商文件

normal style='text-indent:28.0pt;line-height:150%'>投標截止時間：2021年 12 月 3 日09:00時前按照系統要求上傳投標文件，并于當日09:20時前解密投標文件。

五、公告期限

normal style='text-indent:28.0pt;line-height:150%'>自本公告發布之日起5個工作日。

六、其他補充事宜

normal style='text-indent:28.0pt;line-height:150%'>（1）由基本賬戶以銀行轉賬、支票、匯票、本票或者金融機構、擔保機構出具保函等非現金形式，金額為貳萬元整（￥20000.00元 ）。

normal style='text-indent:28.0pt;line-height:150%'>（2）投標人以銀行轉賬、支票、匯票、本票方式繳納投標保證金的，必須在2021年12 月3 日09:00前從其基本賬戶繳納到畢節市 賬戶，且確保在投標截止時間前到賬并檢查綁定成功，未綁定成功，不能上傳投標文件的，責任由投標人自行承擔。（以到賬時間為準，由于跨行轉賬需一定時間，為確保保證金按時到賬，請盡早交納保證金）。

normal style='text-indent:28.0pt;line-height:150%'>（3）投標人以金融機構、擔保機構出具保函等非現金方式提供投標保證金擔保的，必須符合畢節市 相關規定，否則不能上傳投標文件，責任由投標人自行承擔。
