中化建國際 （以下稱為“招標代理機構”）受中海石油（中國） （以下稱為“招標人”）委托，就烏石17-2/23-5油田群聯合開發工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Wushi 17-2/23-5 Oilfield Group Joint Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

烏石17-2/23-5油田群聯合開發工程項目擬在海上新建2座八樁腿井口平臺（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿井口平臺（WS23-5 WHPA），在烏石鎮新建1座陸上終端。

Project Summary：

Two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA) and one four-leg wellhead platform (WS23-5 WHPA) are planned to be built offshore in the Wushi 17-2/23-5 oilfield Group Joint development Project.

資金到位或資金來源落實情況：已落實。

2.  招標內容：Bidding Contents:

數量：3套

Quantity: 3 SETS

主要技術規格：

主霧笛聽程：2海里。

副霧笛：獨立于主霧笛；聽程：0.5海里。

導航燈：光強1400cd。

航空障礙燈：定光紅燈；光強滿足招標文件要求。

系統控制盤：220V AC 1Ph輸入；導航燈/障礙燈/霧笛控制監測系統；含電池充電器。

電池組：鎳-鎘蓄電池，可為整系統供電96小時。計算書滿足IEEE1115要求。

電池開關：IP56；ExdIICT4；可分勵脫扣，電源取自電池。

光開關：IP56；滿足Class 1，Zone 2，Group II A防爆等級。

霧探測器：IP56；滿足Class 1，Zone 2，Group II A防爆等級。

電纜填料函：材質及防爆防護等級滿足所在區域要求。

其他附件（若未與其他組件集成時）：滿足招標文件要求。

Main Specifications:

Main foghorn：Listening range: 2 nautical miles。

Auxiliary fog whistle：Independent from the main foghorn；Listening range，0.5 nautical mile。

Navigation light：Light intensity:1400cd。

Aviation obstruction light：fixed red light;Light intensity meet the requirements of the bidding documents。

System control panel：220V AC 1Ph input; Navigation light/obstacle light/fog horn control monitoring system; Including battery charger。

Battery pack：Nickel cadmium battery can supply power for the whole system for 96 hours. The calculation sheet shall meet the requirements of IEEE1115。

Battery switch：IP56；ExdIICT4；Shunt tripping is available, and the power supply is from the battery.。

Optical switch：IP56；Meet the explosion-proof grade of Class 1, Zone 2, Group II A。

Fog detector：IP56；Meet the explosion-proof grade of Class 1, Zone 2, Group II A。

Cable gland：The material and explosion-proof protection grade meet the requirements of the area。

Other accessories (if not integrated with other components)：Meet the requirements of the bidding documents

Marine engineering Wharf of Oilfield Construction Nanhai Engineering Branch, Nanyou base, Potou District, Zhanjiang City, Guangdong Province, China  (WS23-5WHPA)。

從中華人民共和國關境外提供的貨物:

天津市濱海新區渤海五十路海洋石油工程股份 臨港場地（WS17-2 WHPA與WS16-1W WHPA）；

廣東省湛江市坡頭區南油基地油建南海工程 海工碼頭(WS23-5WHPA)。

For goods offered from outside PRC customs territory：

3. 對投標人的資格和業績要求：

（1）資格要求

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。

If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）資質要求及證明文件

Requirements of Qualification of Bidder and Certificate

A. 防爆證書：投標人提供的防爆電氣電子產品必須取得國家指定防爆檢驗機構頒發的防爆合格證書。

C. Explosion proof certificate: The explosion proof electrical and electronic products provided by the bidder must obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution.

（3）業績要求Requirement for Bidder's reference:

A.  從2015年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少2個項目（霧笛導航系統產品）應用的供貨業績。

From January 1, 2015 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have a supply record of at least 2 projects（Fog horn navigation system products） applications    

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件，國外產品可提供訂單）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱及到貨驗收材料等。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project and receiving certificate of arrival of goods.

未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱及到貨驗收材料等，均視為無效業績。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
