The prerequisites for disbursements for this assignment are not yet finalized. Any contractual commitment related to this bidding procedure is subject to the readiness of disbursement of funds for this assignment.

2. KfW requires that Bidders and Contractors, as well as Borrowers and Employers, under Contracts funded with KfW Loan observe the highest standard of ethics during the procurement and execution of such Contracts. In pursuance of this policy, KfW:

KfW要求由KfW貸款資助的合同下的投標人和承包商以及借款人在采購和執行此類合同期間遵守最高道德標準。根據這一政策，KfW：

1. Will reject a proposal for award if it determines that the Bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the Contract in question;

2. Will recognize a Contractor as in eligible, for a period determined by KfW, to be awarded a Contract funded with KfW Loan if it at any times determines that the Contractor has engaged in corrupt or fraudulent practices in competing for, or in executing, another contract funded by KfW.

如果在任何時候確定承包商在競爭或執行另一份由KfW出資的合同時有腐敗或欺詐行為，將認為承包商在KfW確定的期限內沒有資格被授予KfW貸款合同。

3. Bidding is open to Bidders following KfW’s eligibility requirements and the relevant provisions contained in the Bidding document.  

    根據KfW的資格要求和招標文件中的相關規定，投標對投標人開放。

3.1 The Bidder shall also meet the following qualification requirements:

投標人還應滿足以下資格要求：

3.1.1 (1)  A single entity Bidder shall meet the following qualifications:

 1) Must have the following qualifications at the same time: a) Grade I Qualification for Specialty Contracting of Railway Electrification Engineering.;b) Grade I Qualification for Specialty                       Contracting of Railway Communication and Signaling Engineering; c) Grade III or above Qualification for General Contracting of Housing and Construction.

 2) According to <The Reform Plan for Qualification Management System of Construction Engineering Enterprises> (Jianshi [2020] No. 94)，the Bidder can provide Grade A Qualification for             Specialty Contracting of Railway Electrical and Mechanical Engineering., which is equivalent to a) Grade I Qualification for Specialty Contracting of Railway Electrification Engineering and              b) Grade I Qualification for Specialty Contracting of Railway Communication and Signaling Engineering; The Bidder can provide Comprehensive qualification or Grade B or above                             Qualification for General Contracting of Construction Engineering, which is equivalent to c) Grade III or above Qualification for General Contracting of Housing and Construction.

 (1) 單一實體投標人應滿足以下資質：

1）須同時具有以下資質：a)鐵路電氣化工程專業承包一級資質; b)鐵路電務工程專業承包一級資質; c)建筑工程施工總承包三級及以上資質。

 2） 根據《建設工程企業資質管理制度改革方案》（建市〔2020〕94號），投標人可提供鐵路電務電氣化工程專業承包甲級資質，與a) 鐵路電氣化工程專業承包一級資質和b) 鐵路電務工程專業承包一級資質等效；投標人可提供綜合資質或建筑工程施工總承包乙級及以上資質，與c)建筑工程施工總承包三級及以上資質等效。

(2) The qualification requirements of the JV are as follows:

1) The JV Leader shall be the construction enterprise of Railway Electrification or Railway Communication & Signaling Engineering. The leader shall have at least Grade I Qualification for Specialty Contracting of Railway Electrification Engineering or Grade I Qualification for Specialty Contracting of Railway Communication and Signaling Engineering or Grade A Qualification for Specialty Contracting of Railway Electrical and Mechanical Engineering

2) If the member does not have the required qualification, it cannot undertake the construction work corresponding to the qualification requirements.

3) The corresponding qualification will be reviewed according to the division of works among JV members, each member of JV must have all qualifications required by a single entity Bidder after qualification combination.

4) JV as an entity needs to fulfill the qualification requirements. It is not a requirement for each JV member.

      （2）聯合體資質要求如下：

1）牽頭方為鐵路電氣化或鐵路電務工程施工企業，牽頭方應至少具有：鐵路電氣化工程專業承包一級資質或鐵路電務工程專業承包一級資質或鐵路電務電氣化工程專業承包甲級資質；

       2）成員方不具備要求的資質則不能承擔與資質要求相對應的施工工作。

3） 按成員方的工作分工評審相應的資質，聯合體各成員方資質組合后須具備單一實體投標人要求的所有資質。

4) 聯合體作為一個實體需要滿足資格要求，這不是對每個聯合體成員的要求。

       (3) Qualification requirements for Foreign Suppliers :

1) Foreign Suppliers can be JV Member as Equipment & System suppliers (agents are not accepted),.but their share must be greater than or equal to 10% of the total bid amount of JV

      2) Foreign Bidder without China local qualification can not take construction work

      （3）來自中國境外投標人還應滿足以下要求：

1）境外投標人可作為聯合體成員，即設備/系統供應商（不接受代理商）, 但其所占份額須大于等于聯合體總投標金額的10%。

       2）境外投標人如沒有中國資質則無法承擔相應的施工工作。

       3.1.2 The Bidder shall demonstrate that it has the right to obtain or have the right to use current assets, unencumbered real estate, credit lines, and other financial means (independent of any         contract advance payment), deducting other commitments of the Bidder, which are sufficient to meet the project cash flow requirements of the subject contract, estimated at RMB 150 million           or foreign currency equivalent.

投標人應證明其有權獲得或有權使用流動資產、無負擔不動產、信貸額度，以及其他財務手段（獨立于任何合同預付款），扣除投標人的其他承諾，足以滿足標的合同的項目現金流要求，估 計為1.5億人民幣或等值的外幣。

3.1.3 The audited balance sheets or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (03) financial years shall be submitted and the soundness of the Bidder's annual financial position must be proved according to the following criteria:Liquidity Ratio≥1.1,Indebtedness Ratio ≤ 80%.
應提交最近連續3個財年經審計的資產負債表，或者，如果投標人所在國的法律沒有要求，業主可接受的其他財務報表，并且必須根據以下標準證明投標人每年財務狀況的健全性：流動比率≥1.1，負債率≤80%。

3.1.4 Minimum annual Construction turnover of the amount in RMB 940 million or foreign currency equivalent, for the last three (03) financial years, calculated as total certified annual payments received for contracts in progress and/or completed.

最近連續三（03）個財年的最低年度施工營業額為9.4 億人民幣或等值的外幣，計算為在建和/或已完工合同的總認證年度付款。

       3.1.5(1)  The Bidder, as a single entity, must have the following contract reference at the same time:

1. It has completed the construction of high-speed railway (250 km/h and above, including passenger dedicated line) Electrical and Mechanical Works （Communication, Signaling, Electric Power, Electric Traction Power Supply System）integration project from January 1, 2016 to the deadline for submission of Bids and operated stably for more than one year; b) Have the construction reference of Railway Equipment House or similar Housing Works; c)Have the construction reference of existing railway trunk line project.

      （1）投標人作為單一實體投標須同時具有以下業績：

a)自2016年1月1日至投標書提交截止日期完成高速鐵路(250 km/h及以上，含客運專線)“四電” （通信、信號、電力、電力牽引供電系統）集成工程施工且穩定運營一年以上的施工業績；b) 具有鐵路設備房屋或類似房屋工程施工業績； c) 具有鐵路干線工程營業線施工業績。

(2) The Bidder is a joint Venture and must have the following contract reference:

a) It has completed the construction of high-speed railway (250 km/h and above, including passenger dedicated line) Electrical and Mechanical Works （Communication, Signaling, Electric Power, Electric Traction Power Supply System）integration project from January 1, 2016 to the deadline for submission of Bids and operated stably for more than one year; b) Have the construction contract reference of Railway Equipment House or similar Housing Works; c) Have the construction contract reference of existing railway trunk line project.

      （2）投標人為聯合體投標須具有以下業績：

a）自2016年1月1日至投標書提交截止日期，完成高速鐵路(250 km/h及以上，含客運專線)“四電” （通信、信號、電力、電力牽引供電系統）集成工程施工且穩定運營一年以上的施工業績；b) 具有鐵路設備房屋或類似房屋工程施工業績；c) 具有鐵路干線工程營業線施工業績。

3.1.6 As a general contractor or a member of the Joint Venture, the Bidder shall have completed at least two (02) contracts for the  construction of Electrical and Mechanical Integration (Communication, Signal, Electric Power, Electric Traction Power Supply System) of Railway Engineering from January 1st, 2016 to the deadline for submission of Bids, the minimum contract value is RMB 350 million or foreign currency equivalent.

投標人作為總承包商或聯合體成員，在2016年1月1日至投標書提交截止日期之間，至少完成二（02） 條鐵路工程四電集成（通信、信號、電力、電力牽引供電系統）施工合同，最低一個合同價值為人民幣3.5 億元或等值外幣。

3.2 Personnel requirements of the bidder

投標人人員要求

3.2.1 ESHS Manager: More than 10 years of relevant working experience in railway engineering or similar projects, and more than 5years in designing and monitoring the implementation of ESHS management plans for construction works.

ESHS經理：10年以上鐵路工程或類似項目相關工作經驗，從事施工工程ESHS管理計劃設計和監督工作5年及以上。

       3.2.2 One person for Project Manager, 項目經理1人

       (1)  The project manager shall be from China and shall possess the Grade I Registered Constructor Qualification Certificate in Communication and Radio and Television Engineering or                      Electromechanical Engineering and with Senior Technical title. With effective safety production assessment certificate, and effective labor and social security relationship with the Bidder                 (provide proof of Social Security for recent 6 months). Not working in other projects under construction, or currently working in other projects, but able to provide the consent transfer                          documents  of the current project client(project Employer). In case the Bidder is a Joint Venture, and project manager shall be from the JV lead firm.

      (2) The project manager shall have more than 10 years of working experience in the management of large and medium-sized railway projects, have the construction management experience           in  railway business line .

      (3) The project manager shall have at least one reference experience in the management of "E&M Works" railway project with a high-speed railway speed of 250 km/h and above in recent 5            years (from January 1st, 2016 to the Bids submission deadline) (either as a project manager, deputy manager or technical director).

      (4) The project manager shall have fluent oral communication skills in both Chinese and English. Otherwise, a competent Chinese-English translator shall be equipped.  

（1）項目經理來自中國境內須具備通信與廣電工程或機電工程專業一級注冊建造師執業資格證書。高級技術職稱，具有有效的安全生產考核合格證書，與投標人具有有效的勞動和社保關系（提供近6個月的社保證明）。未在其他在建工程項目任職或雖在其他項目任職，但能夠提供現任職建設單位（項目業主）的同意調離文件。如聯合體投標，項目經理應來自聯合體牽頭方。

        （2) 項目經理具有10年以上鐵路大中型項目管理工作經驗，具有鐵路營業線施工管理經驗。

（3）近5年（自2016年1月1日至投標截止日期）至少具有一個高速鐵路時速250km/h及以上“四電”鐵路項目管理工作經驗（擔任過項目經理、副經理、技術負責人職位均可）。

（4）具有熟練的中、英文口語交流能力。否則，應配備一名合格的中英文翻譯人員。

         3.2.3 One Person for Chief Engineer,總工程師1人

       (1) The Chief Engineer shall be from China and with the title of Senior Engineer in railway Electrification or Power or Signal or Communication Engineering. The Chief Engineer shall have                 good professional ethics. With effective labor and social security relationship with the Bidder (provide proof of social security for recent 6 months). Not working in other projects under                         construction  or working in other projects, but able to provide the consent transfer documents of the current project client (project Employer).

        (2) The Chief Engineer shall have more than 10 years of working experience in the management of large and medium-sized railway projects.

       (3) The chief engineer shall have at least one reference experience in the management of "E&M Works" railway project with a high-speed railway speed of 250 km/h and above in recent 5                  years (from January 1, 2016 to the Bids submission deadline) (either as a project manager, deputy manager or technical director).

（1）總工程師來自中國境內須具備鐵路電氣化或電力或信號或通信工程高級技術職稱，有良好的職業道德，與投標人具有有效的勞動和社保關系（提供近6個月的社保證明即可）。未在其他在建工程項目任職或雖在其他項目任職，但能夠提供現任職建設單位（項目業主）的同意調離文件。

（2）總工程師具有10年以上鐵路大中型項目管理工作經驗。

（3）近5年（自2016年1月1日至投標截止日期）至少具有一個高速鐵路時速250km/h及以上“四電”鐵路項目管理工作經驗（擔任過項目經理、副經理、技術負責人職位均可）。

        3.2.4 Four Persons for Deputy Project Manager,項目副經理4人

       (1) Each of the Electrification, power, signal and communication disciplines shall assign with to one Deputy Project Manager, who shall possess senior technical title. Deputy Project Manager           shall have good professional ethics. And with effective labor and social security relationship with the Bidder (provide social security certificate for recent 6 months).

       (2) Deputy project manager shall have 5 years or above of railway project management experience and railway business line construction management experience.

       (3) At least one E&M Works of railway project management experience on high-speed railways with a speed of 250 km/h and above (from January 1, 2016 to the deadline for Bids).

       (1) 電氣化、電力、信號、通信專業各配備一名項目副經理，具有中級及以上技術職稱。有良好的職業道德，與投標人具有有效的勞動和社保關系（提供近6個月的社保證明即可）。

       (2) 具有5年以上鐵路項目管理工作經驗，具有鐵路營業線施工管理經驗。

       (3) 近5年（自2016年1月1日至投標截止日期）至少具有一個高速鐵路時速250km/h及以上“四電”項目管理工作經驗。

4. Bidding will be conducted in accordance with KfW’s Guidelines for Procurement (“Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries”) using a single-stage three-envelope Bidding Procedure.

投標將按照KfW的采購指南（“與合作伙伴國進行財務合作的咨詢服務、工程、設備、貨物和非咨詢服務采購指南”）進行，采用單階段三信封招標程序。

5. Jin-Xing Intercity Railway Company, Ltd. (hereinafter referred to as “the Employer”) invites sealed Bid including Qualification document, Technical Bid and Financial Bid from prospective Bidder for the Tianjin-Beijing Daxing International Airport Railway Project-Procurement of Electrical and Mechanical Works and Other Auxiliary Works (hereinafter referred to as “Works”):

津興城際鐵路 （以下簡稱“業主”）現就天津至北京大興國際機場鐵路工程-站后四電工程及相關配套設施采購（以下簡稱“工程”），邀請潛在投標人進行密封投標包括資格文件、技術標和財務標：

Design, supply and installation shall be tendered and contracted as one contract with a successful Contractor. Any local or third countries goods and services shall be included in this tendering whether in this Contract or in Supplies or Sub-contracts, with the successful Contractor being responsible towards Jin-Xing Intercity Railway Company.

設計、供貨和安裝的提供將組成一個招標包并且與成功的合同方簽署一個合同。任何當地或第三方國家的設計、供貨和施工都將包含在本包中，無論是本合同或供貨合同或分包合同，由中標的合同方直接向津興城際鐵路 負責。

A brief description of the facilities to be procured is given below, and details are provided in Section VII “Works requirements”.

The greenfield Tianjin-Beijing Daxing International Airport Railway starts from Tianjinxi Station in the east to Beijing Daxing International Airport Station in the west. Among them, Tianjin-Baoding existing Railway is used from Tianjinxi to Shengfang, the new line from Shengfang to Gu'andong is 47.17km long, and existing Jingxiong intercity and intercity connecting lines are used from Gu'andong to Daxing International Airport.

新建天津至北京大興國際機場鐵路東起天津西站，西至北京大興國際機場站。其中天津西至勝芳利用津保鐵路，勝芳至固安東新建線路長度47.17km，固安東至大興國際機場利用京雄城際、城際聯絡線。

The scope of this bidding is: Railway Communication, Signaling, Power Supply and Traction Power Supply Works (thereafter shorted as Railway E&M Works) of greenfield Tianjin-Beijing Daxing International Airport Railway Project and facility works as well as watchhouses in the Sections.

本次招標范圍為：新建天津至北京大興國際機場鐵路工程的鐵路通信、信號、電力、牽引供電、信息和災害監測系統工程及其區間用房和崗亭工程。

 (1) The main contents of the railway E&M works and auxiliary works include but not limited to:   Communication, Signalling, Power Supply (excluding substation in the station building and housing FAS), Traction Power Supply, Disaster Monitoring and Information (excluding station building) System Works (excluding materials and equipment of high-speed turnout switch machine); Shengfang Station transition project and reconstruction of Shengfang Station and Gu’andong Station connecting with the line;Two-channel 220kV Hebei external power line protection and information upload equipment are introduced into the traction substation; 10kV external power supply project of Yongqingnan Station and Ancinan Station; Spare parts and tooling equipment corresponding to the project; Procurement, installation and commissioning of equipment and materials (including integrated commissioning), acceptance inspection, handover and warranty; Interface and interconnection with other systems; Cooperate with integrated commissioning, trial run and related work.

 (1) 站后四電工程主要內容，包括但不限于：通信、信號、電力（不含站房內變電所、不含房屋 FAS）和電氣化、災害監測、信息（不含站房）工程（不含高速道岔轉轍機材料、設備）；勝芳站過渡工程及與本線接軌的勝芳站、固安東站利舊改造；牽引變電所引入2路220KV冀北外電線路保護、信息上傳設備；永清南站、安次南站10KV外電源工程；工程相對應的備品備件及工裝設備；設備材料的采購、安裝與調試（含綜合聯調）、驗收、移交、質保；與其它系統的接口和聯調；配合綜合聯調、試運行及相關工作。

 (2) Main contents of the facilities for Railway E&M Works in sections, watchhouses and access road project include but are not limited to: Iron tower, box transformer, lighthouse foundation, GSM-R base station, repeater, signal relay station, watchhouse, etc; Special air conditioning for the equipment room of the house, indoor and outdoor power, water supply and drainage, information, fire protection, enclosure, hardening and other project; Procurement, installation and commissioning of equipment and materials (including integrated commissioning), acceptance inspection, handover and warranty; Interface and interconnection with other systems.

 (2)區間四電用房及相通所道路、崗亭工程主要工程內容，包括但不限于：鐵塔、箱變、燈塔基礎、GSM-R基站、直放站、信號中繼站、崗亭工程等工作內容； 房屋配套的機房專用空調、室內 外的電力、給排水、信息、消防、圍墻、硬化等工程；設備材料的采購、安裝與調試（含綜合聯調）、驗收、移交、質保；與其它系統的接口和聯調。

See the above technical documents and relevant design drawings of the project for the specific project contents and other contents not covered in the bidding documents but expressed in the construction drawings are included in the scope of the bid, and the Employer has the final right of interpretation.

具體工程內容詳見以上工程的技術文件和相關設計圖紙， 其他招標書中內容未涉及到但施工圖中有表達的內容均包含在本次招標范圍內，且業主有最終的解釋權。

6. The Date and time of deadline for Bid submission are: February 16, 2022, 9:30 am (Beijing Time). The first session of Bid opening will take place immediately after closure of the said deadline.

    The address of Bids submission and opening:  CGCI Conference Center, 4th floor, Shouke Building, No.14, XisanhuanNanlu, Fengtai District, Beijing, 100055, P. R. China.

A Bid may be forwarded by mail, courier service or delivered in person.

投標文件遞交截止的日期和時間：2022年2月16日，上午9：30 100055

投標書可通過郵寄、特快專遞或者派人遞送的方式送達。

1) If a Bid is to be delivered by mail or courier service, it shall be addressed to the submission address of the Tender Agent and shall be received at or before 9:30 a.m. on February 16, 2022 (Beijing Time). The delivery tracking number must be informed by email to Tender Agent at least three (03) days before the date and time of submission. Any Bid which arrives later than the said time will not be accepted and will be returned unopened.

如果投標書是通過郵寄或快遞服務遞交的，投標書須在2022年2月16日9時30分 投標書須在2022年2月16日9時30分 金額為700,000.00歐元。

8. The Qualification documents and Technical Bid will be opened in the presence of the prospective Bidders’ representatives who choose to attend, immediately after the submission deadline has passed. The Financial Bid shall remain closed and sealed.  

資格文件和技術標將在提交截止日期后立即在選擇參加的潛在投標人代表在場的情況下打開。財務標應保持未開啟和密封。

The Employer invites all potential Bidders who submit their Bids to send representatives to attend the bid opening meeting, and the Bidder's waiver of attending the meeting shall be deemed as acceptance of the bid opening results.
