中化建國際 對下列產(chǎn)品及服務(wù)進行國際公開競爭性招標，于2021-04-06在 公告。本次招標采用電子招標方式，現(xiàn)邀請合格投標人參加投標。
1、招標條件
項目概況:江蘇濱海液化天然氣（LNG）項目包括接收站工程和碼頭工程。接收站工程計劃建設(shè)22萬立方米LNG儲罐4座及相關(guān)配套設(shè)施，一期工程建設(shè)規(guī)模為300萬噸/年，設(shè)備最大年處理能力550萬噸（其中氣態(tài)外輸450萬噸/年、液態(tài)外輸100萬噸/年）；碼頭工程一期工程將建設(shè)一個可停靠26.6萬立方米船型的主接卸碼頭（含裝船功能），另外新建一座靠泊3000噸雜貨船碼頭。項目于2019年5月開工，計劃2022年3月份項目機械完工，2022年6月份投產(chǎn)。

3、投標人資格要求
投標人應(yīng)具備的資格或業(yè)績:A.投標人必須是具有獨立法人資格的分布式光纖測溫系統(tǒng)制造商或代理商。獨立法人資格要求：關(guān)境內(nèi)投標人應(yīng)提供有效的營業(yè)執(zhí)照、組織機構(gòu)代碼證、稅務(wù)登記證或三證合一營業(yè)執(zhí)照等。關(guān)境外投標人應(yīng)提供有效的獨立法人證明。以證明投標人具有獨立法人資格。
The bidder must be a manufacturer or agent of distributed optical fiber temperature measurement system with independent legal personality . Requirements for independent legal person qualification: the bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.
B.代理商要求：如果投標人所投的分布式光纖測溫系統(tǒng)不是投標人自己制造的，投標人應(yīng)得到該貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權(quán)書。
Agent requirements: If the distributed optical fiber temperature measurement system offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding.
C.分布式光纖測溫系統(tǒng)資質(zhì)：
⑴制造商應(yīng)具備滿足CCCF認證的光纖測溫系統(tǒng)的生產(chǎn)能力，并提供CCCF認證證書。
⑵制造商應(yīng)具有第三方檢測機構(gòu)出具的激光器安全等級認證證書，激光安全級別不低于1M等級，投標時提供有效證書復(fù)印件。
Distributed optical fiber temperature measurement system qualification:
(1) the manufacturer shall have the production capacity of optical fiber temperature measurement system meeting CCCF certification, and provide CCCF certification certificate.
(2) the manufacturer shall have the laser safety level certification certificate issued by the third-party testing organization, and the laser safety level shall not be lower than 1m level. A copy of valid certificate shall be provided when bidding.
2）財務(wù)要求：
投標人應(yīng)提供2017-2019年審計機構(gòu)出具的無保留意見的財務(wù)審計報告及經(jīng)審計的財務(wù)報表，包括資產(chǎn)負債表、現(xiàn)金流量表、利潤表。
The bidder shall provide the unqualified financial audit report and audited financial statements issued by the audit institution from 2017 to 2019, including balance sheet, cash flow statement and profit statement .
2017-2019年三年平均凈資產(chǎn)：不低于等值300萬元人民幣；

分布式光纖測溫系統(tǒng)制造商自2016年1月1日至投標截止之日（合同簽署時間），至少具有1項低溫工況（-160℃以下）應(yīng)用業(yè)績。投標人必須提供業(yè)績支持文件，應(yīng)包括但不限于：業(yè)績合同關(guān)鍵頁復(fù)印件（如：合同首頁、合同簽訂日期頁、交貨日期頁、雙方簽字蓋章頁、供貨范圍/工作范圍描述頁、主要技術(shù)參數(shù)頁等關(guān)鍵頁面，原件備查），并同時提供能夠證明產(chǎn)品正常使用的用戶使用情況反饋或用戶調(diào)試合格報告。無法提供證明材料的業(yè)績?yōu)闊o效業(yè)績。
